I wouold say - NOPE. Rapidly expanded army neede everything - including helmets.

However, pls note that:
Russian helmets were used where there was only little chance of confusion; coastal units, in the navy and among anti-aircraft crews. Armoured units had some Russian helmets too.

In the same way, the 10,000 sets of British battledress were only issued to home defence and AA units, because they were khaki, like the Russians' uniforms.
And they were shite.
