Personnally i don't think it is mate, doesn't look like anything Japanese i've seen before, materials and construction don't look right to me, maybe post war Japanese or chinese

Top row says "Propellor cover"
middle says "Spinner attachment" (or similar)
Don't know what the last one says, probably manufacturer or something.
