Thought so...but were some sort of civilian shirts used for the tropics?

I don't think civilian clothing were used by mid/late 1941 (when the m41 tropicals were issued).

Actually, it was the first time that all Luftwaffe personnel were issued a shirt as standard. I can't comment on other areas / units however definitely not related to anything tropical at all.
