Are they pre-war helmets?....

Yeah, they could be Reichswehr- or imperial army hemlets (M17, M18, etc.). I have to admit, that I'm no knowledge of those early helmets.

The display seems to show ww1 or possibly early postwar,you can see the vent lugs on one of the helmets (top row left).
