How does it come that many (most?) soldeirs that was awarded both the EK1 and the Infantry assault badge got the EK1 first?

The the criteria for a EK1 was to have shown 4-5 acts of bravery in the face of the enemy and the criteria for the infantry assault badge was to have take part in three combatsituations.
I think the criteria for the EK1 seems to be higher.

The only reson I can see is that they often count "acts of bravery" that not has been done during real (in face of) combat, such as a good tactical/ strategical act for an exampel.

As far as I know the EK1 had a higher value than the Infantry assault badge.
