looks like a greatcoat worn without a tunic to me

That's what I was thinking first, but look at the buttons. Usually the greatcoat has two rows, just like this.

yes I agree maybe its a modified greatcoat then other than that no idea

WW1 German Mantels had a single row of buttons - and it's not necessarily a German item of uniform. I suspect its a Mantel which has had the collar patches sewn on.
