At the moment, I can't vouch for anybody.
Lost Battalions out of the US made great tropical uniforms. ANT-Z's early ones had some issues, but the latest runs were pretty decent too.
With ANT-Z out out the picture, there really aren't that many choices left. Maybe Sturm from RAU or SMW custom made ones?

Try Richard Underwood , he does both and though I've had neither of these items off him ( yet ) , everything else I've bought has been of the best quality and is reasonably priced .
